I've also gone back to using the CNR for L4's. Run off and refit if you can dock, or swap ship if you can't. If you pvp in carebear fit, you're dead regardless of resists. No need for omni or resist hole plugging. Wait until you can afford the good stuff. Same as highsec pve tengu, but with some mandatory things, like intediction nullifier, unscannable/cloak as according to appropriate usage, etc. So please don't fit out a Tengu with cheap fittings. I've run the Tengu in L4 missions since the ship came out, and have never had any problems in any mission. This topic has been around a couple of times before anyway. The Tengu really comes alive with fits are are on the expensive side. If you're going to go that route, then just use a Drake.
You spend up to 500M for the dang ship and then you want to fit with cheap mods. Heavy Missile Launcher II, Trauma Heavy Missile And yeah you're right, most fits are made by people with a faction fetish, lacking braincells. You could even get away with getting a cheaper shield booster but honestly, I urge you to use this one. Also, the invul means you're not a oneshot for Tornados which is helpful (other than the fact that you're fairly cheaply fit). You'll lose a bit of DPS and for PVE ships I'd say that increasing your dps is always worthwhile.
